I was actually wondering why you don't like Spark Shot but you're okay with Flash Man's Time Stopper. Seems like a similar problem, and I'd say Time Stopper is worse since you can't really use it in small bursts.

Also, a bit of nit picking from me, but in your description of Napalm Bomb, that is actually the Former, not the Latter. If you think the redundant attack is the latter, you'd be complaining about Water Wave.
